The Appellants lodged an appeal to the High Court of Tanzania on the ground that the proceedings in the Kilombero/Ulanga District Land and Housing Tribunal had a number of anomalies including the fact that the assessors’ opinions were neither recorded nor summarised in the judgment. According to the Appellant this contravened section 23 (2) of the Land Disputes Courts Act [Cap 216 R.E. 2002]. He also raised the concern that the tribunal raised the issue of locus standi without giving parties opportunity to submit on it.
